Reinstall windows on hp presario without bootup

Hello,
How do I reinstall windows on an HP Presario laptop. When it boots up, it have a PC Recovery option right in the start menu. But, now it won't even boot up and I don't have a disc for it. Can I reinstall windows through the BIOs or other menus?

What do you mean it doesn't boot up? Does it boot into the BIOS? And are you sure this laptop came with a recovery CD or did it have a recovery partition?
