Restore Problem Looping

I Started factory restore 9 hrs ago. Just Dell logo welcome& spin dots then dell logo with spinning dots. How long does that take for laptop windows 10? Do I have a Problem? TY

Hello.. I let it run all night & it is now 27hrs & still the same?? I have wifi & thought maybe it isn't getting enough to run all the updates, etc. So I directly plugged into the laptop now about 2 hrs ago hoping that will help. I called Computer Store & they said they could reinstall 10 for the cost of $120.00 which I don't have. Can I just let this run for ?? hours? Or should I give up & take to store. TY
