I'm not entirely sure that this is a driver problem, but I don't know what else it could be. I have the Rosewill RHM-6308 headset. A good headset for its price range. But I seem to have an occasional scratchy sound mess up the audio. The frequency of the sound can be form once every two or three minutes to rapid succession of every few seconds. It might be the cords, but that is very unlikely because I just received a new one today and it has the same problem. Could it be the driver that is causing the noise. I have already uninstalled and re-installed. I don't know what else to try.

To anyone who else might have the problem. It had a pretty easy but easily missed solution. My headset was plugged into a USB 3.0 port and I guess that the headset wasn't 3.0 compatible. So The solution was to just plug it back into a 2.0 port.
