But yeah, as Kevin himself said, it's really more expanding their current App Store. Why they even kept it this way so long is a mystery. It's only justified "homebrew" apps to enable functions like DVD/video playing and better web browsing which in turn opened the piracy homebrew. Not being more versatile with apps will push business to Sony and their Android like experience.

The new Wii U games are developed to use the new tablet as the controller so I'm assuming it will be required for use.
This will be the trend until you can not go to your local brick and motor store to buy software for anything. Saves them lots of money and gives them more control, a win win for the company, a big consumer lose.
Then will come the dumb terminal computers and cloud storage (with FED/Spook approval) so they will control even more.
