Safe mode stuck on

I dropped my phone in water and now the safe mode is stuck on. I have tried the reset I have tried the volume up and down with power button. The volume down is not working. I have tried the battery out. I have tried it all and safe mode is stuck on please help me

Until you can get that volume button working correctly, you won't be able to exit and stay out of "Safe Mode".
