Samsung 270E cant enter Bios

i have samsung NP270E4E and i want to format it but i cant get to bios.

i tried ECS to F12 still nothing

if i press F2 it goes to Windows Boot Manager and the only selectable option is Window 7 (my running OS) and Windows Memory Diagnostic

Why do you need to get to the BIOS to format? Simply download a fresh version of W7 (I take it you have the licence key, on a sticker on the machine? Or else the key is baked into the BIOS). Once you have a bootable version of W7 on a usb drive, insert it, power up the machine and enter the boot menu, then boot from the usb.
