Turn off the CEC function in the TV menu. Samsung may have their own name for it. Check the manual.
CEC was supposed to make using equipment easier by transferring commands over HDMI cables. Often screws up especially with different brands. Even with the same brand it can do weird things.
Is there anything connected to AV4? If so, try unchecking the Anynet option if that unit is also a samsung. Also try going into the setup of the AV tuner and seeing if there are any options for standby inputs.

I tried what you suggested, still no luck. I suspect the TV is sending the signal to the receiver. Let me know if you have any other suggestions.
