Sharp TV does control sound on sound bar

My sharp TV cannot control volume to my sound bar. Volume is fixed and I have to adjust using sound bar remote. Using RCA sound bar with optical.

This is the way it is intended your TV can not control an external device

The optical output is fixed as you have discovered. Unless your sound bar can learn the volume up and down commands from your TV remote (which some do) you have to use the sound bar remote.
