skyrim doesn't run well?

OK here are sys specs:

Win7 home premium
Toshiba satellite L675D
(Rating 4.2 W.E.I)
AMD Phenom 2 N660 Dual core 3.0 GHz
4.00 gig ram
64 bit OS

What's the problem? Should be able to run medium, but for sure can't. Best I can get is using Hialgo Mod for speed (reducing pixels to ugly levels) and Enb preset ( just to fix the giant shadows and no fire glitch- however no preset additional are turned on - slight speed drop from this, understandable)
Also everything is on lowest settings possible.also runs through steam, but hidalgo let's me bypass steam start. Allowing me to free up space.

It's because you have integrated graphics. Any integrated graphics (Except maybe the A8/A10 from AMD) are crap for any sort of high end games like Skyrim.
