Small and Cheap laptop for my dad

So my dad wants to buy a laptop. He wants it small (11-13 inches) and he's going to use it for browsing the web, skype calls and maaaybe some 2d autocad. Any suggestions

11.3" are in the realm of netbooks and they are generally in your price range. Here are two options:

Dell Inspiron 11 = $350
- Haswell generation Celeron 2955U - Lower power consumption for longer battery life.
- Touchscreen
- Windows 8
- Only 2GB of RAM, but can be upgraded to 4GB (only one RAM slot)

- Slightly older Ivy Bridge generation Celeron 1007U CPU (not as power efficient as Haswell generation, but still good)
- No Touchscreen

He really hates touchscreen laptops and I don't like him to have a Celeron processor. I'm using one right now and it's a disaster. Maybe a Core 2 Duo or i3 with a higher price (400-500$).
