The government is upset that a private sector company lies about what information it collects and whether images sent are really secure.

I wonder if the FTC would like to investigate the NSA's practices.

So, they are supposed to take responsibility for what third-party apps can do? Get real here.

No they can't take responsibility but they also can't claim that everything the users do is private and secure when they know it is not.
