if your files are encrypted the only people with the key are the people you paid. if they didn't give you the key you are out of luck there is no other way to get your files back. really you shouldn't have paid them and should have just wiped the drive and started over.

That lockout is a malware, and paying the bad guys won't help you. It will run for a while but it can return.

You need to clean the malware out of the PC. If you can get into safe mode with networking (press F8 on bootup, select that from the options shown) download malwarebytes and/or combofix and attempt to remove the malware. If that fails you may need to re-install windows.

DON'T PAY THE BAD GUYS!!!

Actually, which version is it? There's the original version of the scam which locks out the desktop with an "FBI" (or local equivalent) message but keeps the files intact and a newer one which encrypts the files.
