Maybe you should explain exactly how this happened and what this person is doing exactly.

Thats the problem. All i did was follow my friend on instagram and someone hacked his account. And now they wont leave me alone. They said theycould track me and mess up all of my systems to where they cant be used

So just remove them from instagram, or block them in that app.
