Software for making plant labels?

I'm going to create a template for printing plant labels on return label stickers. What do you suppose would be the best program to do that with? I'd like it to be something open source or Microsoft format so that I can easily share. Need a way to lock the individual text boxes (probably 5-6 or so) so that I can set the layout, then click the box and change the info quickly without having to make a new text box every time I change something.

MS word and mail merge would be one option.
