Software to display news items on a monitor

My school would like to mount a monitor against a windows so that it can be seen from the outside. We would like this computer to display a scrolling list of the top ten students of the week, announcements about changes in the schedule, etc. I don't know what to call this kind of software and would appreciate help in wording the question so that I can search for solutions.
