how to connect surround sound speakers up to my tv? ...speakers have wire ends and tv audio out is rca

You need an surround sound receiver. It will take red/white RCA and decode the audio and create the surround channels. It also has an amplifier to boost the signal and the correct connectors for wired speakers. You may also need front speakers for this to sound good.
