static noise from headphones

Whenever I plug in headphones into my soundcards jack (light green jacks dont work) it constantly makes static. It used to work but once removed soundcard and inserted again it started to make static.

Could have damaged the card when installing it, do you have an onboard sound card? Does that work? Make sure you are using the right jack output also.
