[ STREAMING TO YOUTUBE, NOT TWITCH ]

I apologize if this is in the wrong forum.

Not sure what settings to run OBS at, everything seems to look pixelated, blurry or fuzzy.

I've tried multiple settings, nvenc and x264 they both seem to just look terrible no matter what I do.

[ Specs ]
CPU: Ryzen 1600 6-core 12-thread @ Stock Speeds w/ Wraith Spire
GPU: Nvidia GTX 1060 Zotac Mini 3GB @ Stock Speeds
RAM: G.SKILL Ripjaws V Series 16GB DDR4 @ 2666Mhz

[ OBS Settings ]
Encoder: NVENC H.264
Rate Control: CBR
Bitrate: 8000
Keyframe: 0
Preset: Low-Latency High Quality
Profile: High
Level: Auto

Want to stream at 720p/60 or 1080p/60.

Have you tried to only record to your HDD to determine if it's a net or a streaming(encoding) problem?
Speedtest to your provider is pretty useless the speed from you to youtube is what's important.

8000 would be barely enough for 720/60 with perfect settings.

I've recorded a video and streamed with the same settings as above, except I changed the bitrate to 20K. Youtube recommends 9K bitrate for 1080/60 and goes up to 50k for 4k/60 on their encoder examples, so im assuming they can handle me sending 20k unless they are like Twitch and limit you to 3500.

When you arent fullscreen it looks decent, but when you go fullscreen the crosshair in-game is pretty much gone, players that glow red just look like blobs on the screen maybe its just me.
