Sylvania Netbook can't get past loading OS screen

Hello,
I bought my husband a Sylvania Netbook. We plugged it in last night to charge the battery. We tried to boot it up now, but we can't get past the loading OS screen. After a few seconds, an error message saying that it has encountered a problem with the application and has to shut down comes up.
