The best budget dslr and the best 4k dslr

First you need to state your budget, what you want to shoot, and photographic experience/ willingness to learn.

If your budget is under $500 and you have no willingness to learn, just buy a cheap point and shoot and camcorder, you'll be far better served.

Everything else depends on your statements... though know that ALL decent 4K DSLR systems will cost you above $3000 without lenses (some cheaper ones, but they either only record 1080p or have very short shooting limits)

Sorry abot that,my btdget is $1000.
Its for wildlife photography actually I got the required lenses.
Are there any pretty good cams in that range for good photography, and with good enough video capture quality.

How the hell do you have the required lenses but don't know what brand you need? Check your lenses, and if they say Nikon, you need a Nikon camera. If they say Canon, you need Canon. If you have tamron, sigma, etc, you'll need to find out what mount you have.
