My Samsung smart TV's panel switches are locked and I don't have a remote to set it up for menu. Is there any way you could help me with this

You'll have to get a new remote for it - - - contact Samsung or if they can't help get one of those third-party remotes that can be programmed from a list of TV codes that are included with the instructions (eg a "one-for-all" remote).
