the samsung logo is continously coming..still my phone is not starting up

Solution
You can try a factory restore, that will wipe the phone and set it up as new. Unless you have some hardware issue or an issue with the local storage files, it should boot after that. If this does not work, you can look for a stock factory ROM for your model and carrier, and use a computer to flash the ROM to the device. Keep in mind both things will wipe the local storage (not the sd card) so everything saved to phone memory will be erased.
