Would it be possible at all to hook up 2 theater speakers (smaller ones(https/rbhsound.com/mm4x.php)) and a subwoofer to a sound card? or a desktop amplifier. Anything to replicate a receiver without all the bulk of a receiver.

Yes it's possible. The sound card doesn't have the power to drive the speakers directly since it only outputs line level signals. You need an amplifier.
I've been looking trying to find one, do you have any suggestions?
Something like this (i.e. for non-powered satellites and subwoofer)?
I run my sound via a retired home theater amp, currently an older Integra DTR5.6
It does not have any HDMI so I am outputting from my MoBo on Optical to the Amp. I run Polk Audio speakers similar to the ones you show and Center channel as well. Works great.

https/www.crutchfield.com/p_772N22/Audioengine-N22.html?tp=34948 using this to power the 2 speakers with input from my sound card. How would I hook up a powered subwoofer? Would that just plug into the sound card as well?
It depends on the sound card. Some will output the Center/Subwoofer speaker out on a separate jack that you connect to the subwoofer's line level input.
