Think I found my bad part, can anyone verify?

Hello ,

I recently had a 42" LED TV stop working for me. There was power to the tv but I had no picture and no sound , not even a menu. I did some research and since I was familiar with PC building I thought maybe I could spot a bad board and or capacitor and just replace it. I believe I have found the bad board , the main processing board, but I am not 100% and since it is almost a 100$ gamble I was hoping someone could verify it , tell me I am wrong, or what have you.

It took me a good while to find this due to the way it was seated with a partial housing over it. I have carefully examined the other boards and have found nothing to be visually obvious , although I know that doesn't 100% rule out the other boards. But at least if I know this one is bad I can start here. Anyway here are some photos.

Soldering requires a compound called FLUX to make the solder attach to the metal of the circuit board/component....when FLUX melts, it looks like that....but that would be a really bad soldiering job....LOL.

If you are going to guess.....it isn't a bad guess - but if I couldn't return that board - I wouldn't gamble $100 on the repair - especially when you can get a new 42" for around $300.....

That could be the dielectric fluid from a capacitor, it could be a messy soldiering job or a bad part....visual inspection (unless there are black marks all over the board from it catching on fire) is almost impossible to determine.....trouble shooting would be electrical measurements (voltage, amps and/or ohms) from different test points on the boards.....without the test equipment and diagnostic testing instructions - the best you are going to do is guess at it....

I do understand that this will be a guess without having the board service manual. But in your opinion is it at least a decent guess? Or is it just as likely that its just a bad soldering job(I did not know bad soldering could look like rust either)?
