Question Thinkpad 470s not turning on

As the title says. Running fine, battery was running low, so plugged in the charger - no effect

Did basic troubleshooting:
1 - checked the charger, it was delivering 19.7V (20V needed)
2 - pressed reset button - no change
3 - removed batteries, pressed and held power button for 1 minute, replaced batteries - no change
4 - removed batteries, unplugged CMOS battery, waited 1 minute - no change
5 - removed batteries, CMOS, RAM, held power button down for 1 minute - no change

when the charger is plugged in, the LED on cover and power button blinks 3 times, then stays unlit. Pressing the reset button, the keyboard lights up when i press the power button, then nothing. Before it died, I did see a message about battery #2 running low, then screen went blank.

I'm fresh out of ideas, anyone suggest something else? Right now it has no charge so I cannot do anything with regards to Win10, BIOS, etc. It also does not function with charger plugged in and batteries removed.
