No, replacing a processor does not require a new motherboard so long as the new processor is supported by the motherboard.

But....

A faulty processor is the last thing to be the cause of a pc that stops working.

Usually a system that won't even turn on is a blown out PSU or MOBO.

Depends on the laptop. If the cpu is BGA(very common on laptops) then yes you;ll need a new motherboard as the CPU is soldered to it.
