torrent problem here

i am using torrent for a bit already since i got my pc and every time i download any 1 gig of games or etc... it gave me a normal speed for my internet about 200kb or 300kb before. but today i just find out that everytime i download any torrent that is even 700mb or higher i only had a speed of 10kb but when i tried it in my phone the internet speed was normal about 300kb . and when i tried downloading something that was a bit big like 200mb in the chrome browser it give me an normal download speed about 100kb-130kb. i dont know what happend to my torrent i tried speeding my torrent too but still i get 10kb or 20kb please help

Your internet provider could be limiting your bandwidth when it detects the torrent activity.
