Toshiba A200 won't start up

Any ideas on this?

Toshiba A200 laptop, power and battery lights are OK, but it won't boot up, pushing on the power button momentarily lights the power light and might also try and light the hard drive button, but only for an instant. Fan might spin about once in that time.

I've checked the voltages from the power supply and battery and they seem OK, I've tried disconnecting the hard drive to force it to boot from the BIOS, no difference made. NOfluff bunnies in the case although the wired Ethernet chip fell out which according to this site has happened to other users and shouldn't stop the machine from booting up.

The laptop (on Vista) had been getting slower and slower in recent weeks, and now it won't even start.
