Solved! Toshiba blue screenwhe

When I switch on there is a back ground picture but all that shows is the time when click on screen to sign in it turns pale blue.

just the color is wrong, or getting an error message?

Sounds like Windows is freezing when you attempt to access your account. Try running any number of repair options (startup repair, restore point, etc). You may have to download Windows and set it up on a disc/disk, then boot from that media in order to run said repair options.
