Toshiba C655D-S5202 looping restart after removing battery/restart

A relative's laptop recently stopped responding to keyboard/touchpad input so after a few attempts and restarts, I removed the battery, re-put-it-back-in, restart and suddenly I cannot get back to Windows 7.

The laptop will begin, get to the windows loading screen, suddenly freeze and show a blue screen, then restart (repeatedly). I can access the BIOS, and I have tried a system repair, a system restore, "last good configuration", tried "fixboot" and "fixmbr" in the command prompt that I can access from system repair to no avail.

I have disabled "Reset on system failure" and so I can see the blue error screen. The error section shows: STOP: 0x0000007B (0xFFFFF880009A9928, 0xFFFFFFFFC0000034, 0x0000000000000000, 0x0000000000000000)
