good day sir. i have a laptop toshiba. i ask, the power voltage in the power on is 1volt?? because it didn't open my laptop, i am a newbie in laptop tech,

If the voltage from the adapter is 1 volt at his output, the voltage should be at 19 volts, the adapter is defective, replace with another one with the same voltage (V) and amperage (A).
