Question toshiba encore mini wt7 - stuck in EFI Mode

Hi friends,
Got a malfunctioning Toshiba tablet encore mini wt7-c-100.
Specs: Intel Atom Z3735G (32 bits CPU), Windows 8.1.
Upon powering - Tablet got stuck on “setting” with no option to enter anything (either by touchscreen or OTG keyboard).
Forced restart (power + volume up pushed together), managed to enter into EFI screen. See attached screenshot.
Typed EXIT with the attached keyboard – got to Toshiba Set Up Utility. Tried both secured boot and then unsecured boot – to no avail. See attached screenshot. Always returning back to the EFI screen.
Then tried to power up with Windows 10 installation media (32 bits version – clean installation - made using Windows Media Tool) on USB (attached via OTG cable) – got to Windows Boot Manager – error 0xc0000017 - there isn’t enough memory available to create ramdisk device. See attached screenshot. Same response with bootable USB made using Rufus.
Found some advice on this error 0xc0000017 – but it requires to enter CMD and run few commands – and there is no way to get to CMD at such stage.
Tried also entering BIOS pressing f2, f8 and Del during powerup as well as Windows + X, to no avail. Always getting to the EFI screen or Toshiba Set Up Utility screen.
I am stuck at endless loop….
Any ideas/ comments will be greatly appreciated.
