Toshiba FN key issue

I had some sort of upgrade overnight and now can't get my FN keys to work without holding down the FN key. For me this means I need two hands to turn the volume up or down or to mute pop up commercials. It's not the end of the world, but it ought to work.

I am on a Satellite L70-C running Windows 10. I tried the following, and it did not work. I've tried all combinations of pressing multiple keys, and its not working. Any suggestions?

The following seemed like a good idea but did not work:

(0) Save all your open documents and stuff and close their respective programs

(1) Navigate to the following directory: C:\Program Files (x86)\Toshiba\System Setting

(2) Double-click on the "System Settings.exe"

(3) Scroll down in the left menu until you find "keyboard"

(4) Click on the "keyboard" menu option and change the default "special function mode" to "normal f1-f12"

(5) Click the "apply" button and allow your computer to restart.

Well, asked and answered. I followed the above four times, changing from special to normal back to special back to normal and finally back to special. On the first three changes nothing. On the fourth change (back to special for those following) my FN keys worked on their own, without having to press the FN key and the numbered F9, etc. Go figure.
