Why is my graphic card on laptop called Microsoft basic adapter(Mo ACPI support). I cant play cs:go with it(before instaling windows 8.1 it worked)

Because you need to install the graphics drivers for it. When you installed Windows 8.1 it only installed the most basic graphics driver which is enough display things on the screen so that you can use the laptop.

You need to download the graphics driver that is appropriate for your laptop. Assuming you are using Windows 8.1 - 64-bit and you only have an integrated Intel HD graphics core, you can download the drivers from the following link.
