Toshiba laptop not starting

Toshiba satellite laptop not turning on when i put battery or plug in laptop this happens. https://www.youtube.com/watch?v=1-2Hb-AMUkI

i only can stop it by removing battery or unplug the lapotp.

Try a hard reset, remove battery, unplug and hold power button down for 30 seconds to a minute, then pkllug in and give a try. If no joy might try booting to an OS disk and do a repair

i've done hard reset but no results. i've had freezing error with horizontal coloured lines before laptop died.

Looks like a dead cpu to me
