Toshiba Laptop stuck on opening screen.

My laptop is stuck on the leading innovation screen. I have read the previous posts about this and have tried all other options. Nothing works. It ends up trying to refresh and says there was a problem refreshing and takes me back to the main screen. What do I do?

Did you try a clean Windows setup on a new hard drive?
