toshiba laptop won't load past user sign in

My toshiba laptop will not load past the user log in page. Since it won't allow me to log in, I can't access my control panel. I have tried removing the battery and clearing out all power. Nothing is working.

Can you get in to safe-mode?

No I cannot. I can't access anything.

Safe mode is before the computer even gets to your login screen this would be done right after you power it on. Does your laptop have windows 7 or 8 on it? If it has windows 7 then press F8 until you get a list of options to come up, right after the power is turned on and continue to press it until you get that list.

I have windows 8. I don't know how to start in safe mode, I guess. I've had computers prompt me to start in safe mode, but I don't know how to do it by myself.
