Toshiba laptop wont turn on, e45 - b4200

Whenever I press the power button, it will not turn on. The only light that turns on its a white light on the bottom of the computer with a logo of a charger and battery beside each other. Whenever I press the power key it doesn't lightup, only thing on is the white light, which never seems to turn off. I am unsure if the battery is removable.

Supposedly battery can be removed:

Use the above link for manual of the laptop for instructions to remove battery, and once that's done remove charger also. Now press and hold power button for 30 seconds to reset cmos/bios and then reattach battery and charger and power on.
