Toshiba Portege R830-13C USB issues

My friend has a problem with USB devices being connected to her Portege R830-13C. When a USB memory stick is inserted the system often gives audible recognition that it has been inserted, but it is often not listed in Windows Explorer. Sometimes it does get recognised (maybe 1 in every 5 attempts), but it is very unreliable. I have tried all 3 USB ports and get the same thing.
Similar problem with external USB DVD drives (have tried 2 different models) - the drive gets power from the USB port, and I get audible recognition of the drive being connected, but it is not listed in Windows Explorer. This means that DVD videos cannot be played (e.g. from VLC player) because the DVD drive is not visible so cannot be selected. Again, I have tried all 3 USB ports but have NEVER managed to get either of the DVD players to appear as a storage device in Windows Explorer. Both drives work fine with another laptop.
O/S is Windows 7 x64 SP1.
Any ideas?
