Since you just did the reset right before this happened I would try the following first.
1. Turn off your internet access. If it is Ethernet just unplug it. If it is WiFi, either turn off the modem/router or if you cannot access that, you will need to go somewhere that there is no WiFi for you to access.
2. Reboot the laptop. If the problem was related to an update (after the reset) then it should load through to windows.
3. Once it is running, you can then connect again to the internet.
Should the above not resolve it, try the following...
1. Power off the laptop.
2. Power on the laptop.
3. As soon as you see the rotating loading circle, press and hold the Power Button until the computer shuts off.
