trying to install new hard drive, windows 7

I started installing window 7 onto new hard drive when the power went out. Now I cannot do anything. It says the bios is unfigured and give no other info. It just leave me there. I try to fn = f2 into setup but I end up getting "password" prompt. Its new hard drive.

Re-format the HDD. You may have to do this on a different computer. This will completely remove all traces of the unfinished Win 7 install. Now insert the Win 7 DVD and do a fresh install. Then use the code that came with the package and activate it.

If the BIOS is messed up you should reset it by clearing the CMOS, consult the motherboard manual for how to do this.
