You may have something not so nice on the device (malware, virus, etc.) Try launching in "Safe Mode" and see if it will load completely. If it does, then you need to run some checks on it to remove anything that is on the laptop that shouldn't be.

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"
a. Press the "F4" key to Enable "Safe Mode".
