Solution
Assuming your laptop has a VGA output and your HDTV has a VGA input, connect the two. Then power up the laptop and HDTV. Once the laptop has completed booting, enter your graphic card's control panel and either extend or clone your display to the secondary display. If you're not sure how to do this, give us your laptop and HDTV model numbers.

Do not forget if you use VGA you should run an audio cable from your system as well since VGA can not carry audio.

If you happen to be trying to go from HDMI -> VGA, you will need an active adapter to convert one to the other. While you will see lots of cheap passive adapters, they do not work unless the device was designed to deliver analog over HDMI(very few devices do.).
 
According to your HDTV manual, you do have a VGA input (as well as a 3.5 mm VGA Audio in). A quick look at specs for the Dell Latitude D630 shows it also has a VGA output, but I'm unclear as to which video device you have:

1) NVIDIA® Quadro NVS 135M
2) Intel® Graphics Media Accelerator X3100

Right-click somewhere on your desktop. If you have the NVidia card installed, you should see an option to open the NVidia Control Panel. This is where you would set up multiple displays. If you're running with just the Intel Graphics, when you right-click on the desktop, you should see an option for Graphic Properties. Again, look for an option to set up multiple displays.

I have windows 7. The computer will act like something happening, blinks black and confess back. Tv just stay blue no signal on every input. Then no signal it powers off.
