TV cutting of edges of display

Here's the problem I have checked all the relevant questions but they are not helping with my case. I am trying to connect my laptop to my TV via hdmi which works fine but a part of the screen is cut off all the way round. I am aware of over scanning and have managed to fix this on other TVs but in this case it's not working. I have tried adjusting the resolution on the computer but no change has happened and have also tried changing the picture size on the remote to dot by dot. However I was able to do this under some of the sources for the others it wouldn't change. I tried changing the size on one of the other sources then changing it to my desired one but it just got changed back. Has anyone got a fix to this problem or ever encountered it before? Any help is appreciated

I use tv as a monitor.Worked fine for four yrs then turn on computer can only see half of the icons, bottom and top cut off too.its not the tv its somewhere in the computer doing this.Tried everything.
