Tv Tuner in the Dorms

Alright so I just built my first PC a few weeks ago and I am currently using my Sony 720p TV as a monitor. In August however I move in to a dorm room on campus. One which basic cable and internet are provided. Although I hadn't realized it till recently, I need something a bit more convenient than a 32 inch TV if I'm going to be using my TV as a workstation. So I've got my eye on a 1440p Monitor from ASUS. My issue is, i would need some way to access the cable in my room without the tv. I have heard that TV tuners can allow you to watch live tv on your pc with little trouble, but i am unsure how they work. I am running Windows 10, the dorm uses Time Warner cable, ( i assume they provide a cable box and what not.) I am not all that interested in recording tv or anything like that, although it might be useful. If anybody has any recommendations that would be awesome.
 
If they provide a cable box you won't be able to connect it to the PC. If your monitor has an unused HDMI input (or you buy an HDMI switcher) you can connect the box to the monitor directly. I would set up the old Sony for the cable box so you can use the monitor for the PC at the same time. You could show both on the monitor if it has that feature but wouldn't be as big.
If they don't use a cable box you could get a compatible TV tuner for the PC (internal card or usb). I'm sure you can get some input from others in the dorm. That would allow you to record programming. Still be nice to have two displays if you have room.
