Unable to Download Task Assignment Manager

I have been trying to download the THG Task Assignment Manager for over a week now, but it keeps timing out. Is there something wrong, or is this application no longer available?

When I try to google for it, all of the links point back here. Can anyone give me a hand?

I can't find a download for it anywhere either. Seems like that link was the only one that exists on the internet
