Unable to start my laptop.

I'm using lenovo thinkpad L412 series having i5 processor.i unable to start my laptop normally when I press laptop buttom it just show me blinking of battery indicator and power buttom but when I provide heat to motherboard of laptop for several minute and then press power button then it works for me.but my cpu temperature become higher when I surf internet and also my laptop fan make to much noise when we start surfing internet. I already clean my fan and change thermal paste several time but I never able to resolve my problem. Please provide me solution for it.sorry for my poor english.
