Understanding cpu speed

Hi I recently purchased a laptop which has

• Processor: Intel® Core™ i3-8130U Processor (8th Gen), 2.2 GHz up to 3.4 GHz (4M Cache)

When I open properties it shows 2.2ghz as the cpu speed. Is it the correct speed of the laptop? And the meaning of '2.2 GHz up to 3.4 GHz (4M Cache)'? What is the correct speed of the laptop?

up to 3.4 when only 1 cores is active. and when it under temp/power load
