Unlocking C:/ Disk

Hi,
I came back today and found my local C:/ disk locked and I suspect it was my brother who had done so but all hes done is play coy with me. I suspect he downloaded a virus but maybe he could have done it on purpose because he was upset at me for playing counter-strike. I have no idea how to unlock it and I have activated my built in admin account - all my other accounts are admin - and yet I can't seem to unlock the disk. The disk says no one owns it and I can't use my Acer Recovery Manager to reinstall Windows 8 because it says Hard Drive Configuration is not set to default. Also, I have access to almost all admin tools like cmd, msconfig, etc. except the recovery software for Windows 8. I have already tried safe mode and using system restore. Is there any way to reinstall windows 8 without access to recovery tools? Should I just revert back to the dreadful Windows Vista? Hopefully I didn't waste 1000 dollars on a laptop just to have it be locked and bricked.

Also if you're reading this and you have a brother, lock your HDD in BIOS so they can't f*ck up your computer. I have done so and so should you.

I never set an admin password because I trusted him not to do anything stupid to my laptop. I know, it was stupid of me.
Also i fixed it after 5 hours of research... heres the tutorial i found.. hopefully it will help everyone who comes across this problem

1. Login in safe mode with command prompt - OK
2. In command prompt Type - NET USER Administrator /active:yes
The key is to be able to login as administrator. http://www.computerperformance.co.uk/vista/vista_administrator_activate.htm should give you more clarity. Dont worry if you get an error message, you might have to do some of the following steps. - OK
3. Try NET STOP ProfSvc - this should stop the User profile service and bring you back to the login page - and if you are lucky you will have an Administrator login there. It might not have a password if you did not set up a password when you configured the system.- Stop de service but don't bring back to login page
3. Control Alt Delete, start task manager, Applications, New Task, explorer - this should bring up the start menu etc - Explore don't work.
4. Start - msconfig - Tools - Disable UAC - the key to get out of this access denied problem is to disable the User Account Control. Dont worry if you get an access denied message here http://www.petri.co.il/disable_uac_in_windows_vista.htm this link explains different ways you can disable UAC.??????? For me the manual editing of Registry worked
5. So again msconfig, tools, Registry Editor and go to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System. Locate the following value (DWORD): EnableLUA and give it a value of 0.????????
6. Once UAC is disabled - right click C drive, Security, Advanced, Effective permission (I guess), Authenticated user and Allow all - you might have to play around this step because I do not recall the exact steps. ????????
