Hi
I have the following laptop:
-Intel(R) Core(TM) i3 CPU M 380 @ 2.53GHz
-2 GB RAM
-Microsoft Windows 7 Enterprise Edition Service Pack 1 (build 7600), 32-bit
Video Card Intel(R) HD Graphics
Manufacturer Intel
Chipset Intel(R) HD Graphics
Dedicated Memory 64 MB
Total Memory 761.3 MB

If I upgraded my laptop to 8 GB RAM(4 GB in each slot) and Windows 8.1 64-bit
Will I be able to:
-Work without any problems with large programs like netbeans, eclipse, photoshop, adobe primer and so on?
-play games(I am not a gamer) like Counter-Strike:Global Offensive?
-Will I need to buy a new laptop in the next two or three years??

What do you think guys? Shall I buy new one or upgrade this?
If suggest me buying a new one please suggest a laptops models.

Thank you all. : )

Your Core i3 380m is about 4 years old. I would not recommend putting more RAM and trying to upgrade that notebook at this point. In the link below is the performance you can expect from a Core i5-4200m.

The other issue, is the usage scenarios you describe are not basic, but more power user with Photoshop and gaming. This would also indicate an upgrade. If you can make it to the Summer, the notebooks are less expensive for back to school sales.

In terms of new laptops, I would look at this new Asus that uses a new Broadwell chip with 8 GB of RAM.
